Meeting #2 Community Advisory Group Recap

The Tree Code Update Community Advisory Group (CAG) held its second meeting, on December 9, 2025, to discuss initial guidance on tree health and viability, hazardous and nuisance trees, and tree assessment and documentation.

Staff and consultants presented the Meeting#2 Advisory Group Presentation. The presentation provided a brief review of the CAG’s role and project timeline, and summarized findings from the code recommendations work, including an introduction to the Tree Density Credit method for quantifying tree retention. Staff noted that the CAG will be digging into more details on these topics at the Winter/Spring 2026 CAG meetings.

The second portion of the meeting focused on small group discussions. Topics were introduced with a brief overview of the initial guidance from the code recommendations, followed by group discussions guided by the following questions.   • Tree health and viability
    1. When will an arborist be required to assess trees and provide tree data related to tree removal requests?
  • Hazardous Trees
    1. Do you agree with the approach for hazard trees? Should documentation from a certified arborist be required?
    2. In what scenarios should emergency removal always be allowed?
    3. In what scenarios should hazard tree removal always be allowed?
  • Nuisance Trees
  1. What should be considered a nuisance for purposes of allowed removal?
  2. Should removal always be allowed or should mitigation be required?

The Advisory Group will next convene on Tuesday February 24, 2026, where they will begin to discuss tree retention priorities.
