Shoreline Pool Facility Exploration Project
Overview
In March 2024, the City Council directed staff to explore the possibility of a 2026 ballot measure to build, run, and maintain a new public indoor pool facility. The facility would be approximately 48,000 square feet. The draft concept plan includes an 8-lane lap pool with diving area, a leisure pool with a lazy river, a wellness area, and more. The pool would be located north of City Hall on City-owned property at 17828 Midvale Ave N.
This project builds on years of public input and planning. Shoreline community members continue to express interest in a new pool that meets community needs. Significant community engagement led to the 2024-2030 Parks, Recreation, Open Space and Public Art Plan including this Strategic Action Initiative: “Continue to pursue opportunities to provide access to aquatic and recreation facilities for residents.”

Concept Plan and Preliminary Schematic Design Process
Miller Hayashi Architects and MJMA are the City’s design consultants. They have been working on a preliminary design (concept plan) informed by previous pool studies, staff input, and summer 2025 community engagement input. The draft concept plan aims to include something for everyone. The consultants specialize in designing facilities that are welcoming, accessible to diverse users, long-lasting, and environmentally friendly. A 10% Schematic Design will be completed in February 2026.

Over 65 community members attended an in-person Design Open House on Thursday, November 13. Additionally, 65 people provided feedback through the Online Open House that was open from November 14 - November 30, 2025.

Summer 2025 Community Engagement Input
Over 740 community members provided feedback through an online survey and at in-person events. When asked what experiences a pool should have for kids, teens, adults, older adults, and families, the top 20 experiences were:

Shoreline Pool Advisory Committee
The City Manager appointed 17 community members to serve on the Shoreline Pool Facility Advisory Committee. Over 160 people applied. The Committee will make a recommendation to the City Manager about the pool facility project and potential funding ballot measure in February 2026. City Council Evaluation
The City Manager will review the Pool Committee’s recommendation before providing an update and recommendation to City Council in March 2026. City Council will decide whether to place a ballot measure to fund a pool facility on the November 2026 General Election ballot by August 2026.
